Vietnam is not a member of the Hague Convention (Apostille), so documents from the Netherlands must be legalized by the competent authorities in the Netherlands before being used in Vietnam. The procedure is as follows:

Step 1: Consular Certification at the Issuing Authority

First, you need to bring the original documents to be legalized to the competent authority where the documents were issued. These authorities may include:

  • District Court
  • Chamber of Commerce
  • Education Administration Authority (DUO)

Depending on the type of document, you must contact the appropriate authority for certification. Specific cases include:

  • Dutch passport copies: Notarized at a Notary Office, then certified at the District Court.
  • Civil status documents (Birth certificate, marriage registration, death certificate, certificate of single status): Certified at the local government office.
  • Residence certificates: Certified at the Ministry of Finance, General Department of Customs and Taxation.
  • Other legal documents: Must be notarized at a valid Notary Office and then certified at the District Court.

Step 2: Consular Certification at the Consular Service Center (CDC) – Netherlands Ministry of Foreign Affairs

After obtaining certification from the competent authorities, you need to prepare your documents and submit them to the Consular Service Center (CDC) of the Netherlands Ministry of Foreign Affairs. You can submit your documents in two ways:

  1. Nộp hồ sơ trực tiếp: Bạn hoặc người đại diện có thể nộp hồ sơ tại quầy lễ tân của Trung tâm dịch vụ lãnh sự CDC, địa chỉ Rijnstraat 8, 2515 XP, Den Haag.

Note: After receiving the documents, the CDC will provide information on fees and electronic payment methods.
