Article 36 of the Agreement stipulates that documents issued by Lao representative missions in Vietnam or Vietnamese representative missions in Laos, within the authority of consular officers, are exempt from consular legalization/certification.

3. Documents Related to Border Areas

Clause 4, Article 2 of Decree 123/2015/NĐ-CP stipulates that documents issued by competent Lao state authorities in border areas, used for:

  • Birth registration
  • Handling marriage, parent–child recognition involving foreign elements
  • Death registration for foreigners residing permanently in border areas are all exempt from consular legalization.
