Is Passport Consular Legalization Required?
Ordinary passports are issued in a bilingual format, including the native language and English, and generally do not require consular legalization for standard use.
However, according to Circular No. 20/2015/TT-BTP, a passport does not need consular legalization when making certified copies or when notarizing signatures on translations.
The passport essentially functions like an international citizen ID issued by the government. Therefore, for ordinary purposes, using information from the passport only requires a certified copy, without the need for consular legalization.
However, if you need to use a specific page of the passport (for example, to swear a name at a consulate), you must photocopy that page, translate it, and complete the consular legalization procedure.
Typically, passport consular legalization is required in cases such as applying for a work permit, registering a company or foreign branch in Vietnam, or completing marriage procedures with a foreign national.

Cases Exempt from Passport Consular Legalization
The cases exempt from consular certification must follow the following general principles:
- Passports are exempt from consular legalization based on international agreements to which both Vietnam and the relevant country are parties, or according to the principle of reciprocity.
- Passports are transferred directly or through diplomatic channels between the competent authority of Vietnam and the competent authority of another country.
- Exemption from consular legalization as stipulated by Vietnamese law.
- Passports for which the receiving authority in Vietnam or the foreign country does not require consular certification or legalization, provided it complies with the legal regulations of each country.
