However, aside from these exempted documents, any materials issued by Vietnam or Taiwan that are to be recognized in the other country must undergo the process of consular certification or consular legalization.

Regulations on Taiwan Consular Legalization
According to Article 15 of the Agreement on Mutual Legal Assistance in Civil Matters between the Vietnam Economic and Cultural Office in Taipei and the Taipei Economic and Cultural Office in Vietnam, the following types of documents are exempt from consular authentication/legalization, such as:
- Documents confirming the legal status of a business entity: Including establishment licenses, business registration certificates, etc.
- Documents confirming intellectual property rights: Including patents, trademarks, copyrights, etc.
- Documents confirming contracts, invoices, and trade-related certificates: Including sales contracts, invoices, shipping documents, etc.
Conditions for exemption from consular authentication:
- The documents must be issued by a competent authority of Vietnam or Taiwan.
- The documents must bear the official signature and seal of the issuing authority.
- The documents must be used for the purposes mentioned above (verification of legal entity status, intellectual property rights, or commercial contracts).
Note:
- Documents used for other purposes, such as legal dispute resolution, still require consular authentication/legalization. For example, documents related to divorce, inheritance, etc.
- Article 15 does not apply to documents issued by individuals or private organizations; it only applies to documents issued by government agencies.
Procedure for Legalizing Taiwanese Documents for Use in Vietnam

Step 3: There are 2 Ways to Proceed:
Method 1: Apply for consular legalization at the Taipei Economic and Cultural Office in Vietnam
Documents to prepare:
- Application form for document authentication according to form A1.
- Original documents requested for consular legalization and the translation already stamped by the Vietnamese Ministry of Foreign Affairs + 01 photocopy for filing.
- Passport or valid identification document in place of passport of the document holder + 01 photocopy for filing.
- Valid visa or residence card in Vietnam (if the document holder is from Taiwan or a foreign national) + 01 photocopy for filing.
- Additional documents to prove identity if necessary, such as social insurance card, household registration, etc.
- Authorization documents (if someone else is submitting on your behalf) along with documents proving relationship if required.
Submit the application at the Taipei Economic and Cultural Office in Hanoi (for documents issued from Hue northwards) or Taipei Economic and Cultural Office in Ho Chi Minh City (for documents issued from Quang Nam southwards).
