When carrying out Ukraine consular legalization procedures, it is necessary to clearly identify the documents that must be legalized as well as the documents exempt from legalization.
Based on the Agreement on Mutual Legal Assistance in Civil Matters between Vietnam and Ukraine (1999), the Cooperation Agreement on Adoption, and the Exchange of Notes in 2011 between the Consular Department of the Ministry of Foreign Affairs and the Embassy of Ukraine in Vietnam, certain types of documents are exempt from consular legalization. However, these documents may still require consular certification if requested by the receiving party. Specifically:
- Civil judgments and decisions on recognition or enforcement of civil judgments.
- Civil status documents used for marriage, adoption, or establishing parent-child relationships.
- Documents for adoption purposes.
- Documents under the authority of consular officers.

Step 3: Legalization at the Embassy of Ukraine

Step 2: Document Certification at the District Governor (Statsforvalteren)
The local District Governor has the authority to issue an Apostille for documents intended for use in countries that are members of the Hague Apostille Convention. For documents to be used in countries not participating in the Hague Convention (such as Vietnam), the next step of legalization must be carried out at the Ministry of Foreign Affairs.

Legalization of Ukrainian documents for use in Vietnam must follow specific steps and clear regulations as follows:
Step 1: Prepare the application
In Ukraine, documents requiring consular legalization or an apostille are submitted via the postal service "Nova Poshta". The applicant bears the shipping costs, including both sending and receiving.
- Copy of identification documents: passport, national ID card, or equivalent.
- Application forms: Apostille form and consular legalization form.
- Consular fee receipt: original.

For official copies or translations of documents, they must first be certified at the Ministry of Justice of Ukraine before consular legalization.
