Consular Legalization / Certification - What is it?
According to Article 2, Clause 2 of Decree 111/2011/ND-CP
Consular legalization is the process by which the competent authority in Vietnam certifies the seals, signatures, and titles on documents originating from abroad. The aim of this process is to ensure that the documents are considered valid and can be officially used in Vietnam.
Consular certification is the process of verifying the accuracy and legality of seals, signatures, and titles on Vietnamese documents so that they can be recognized and used abroad.

Consular Legalization Processing Time
– Within 1 business day and a maximum of 5 days for documents exceeding 10 pages.
– In cases where verification of seals, signatures, and titles on documents is required, the Ministry of Foreign Affairs will request a written response from the competent authority within 5 business days.

Documents Not Subject to Consular Legalization
Documents and materials that cannot be consularly legalized include the following cases:
- Documents that have been altered or erased without following legal regulations.
- Forged documents or those issued or certified by authorities without proper jurisdiction as per legal requirements.
- Documents with signatures or seals that are not original.
- Documents containing contents that infringe upon the interests of the Socialist Republic of Vietnam.
Documents Exempt from Consular Legalization
According to Article 9 of Decree 111/2011/ND-CP and international agreements, not all documents require the consular certification process, such as:

Consular Legalization Process for Use in Vietnam
Step 1: Authentication of the documents at the notary office in the issuing country.
Step 2: Request for certification from the diplomatic authority of the issuing country.
Step 3: Certification by the Vietnamese diplomatic mission for consular legalization.
Step 4: Notarized translation and consular legalization at the competent authority in Vietnam.
Consular Legalization Process for Use in Foreign Countries
Step 1: Translation and notarization of documents from Vietnamese into English or the local language.
Step 2: Consular certification in Vietnam or foreign countries.
* Request consular certification from the Vietnamese diplomatic authority.
* If the document is not available in Vietnam, it can be certified at a Vietnamese diplomatic mission abroad.
Step 3: Request for certification from the diplomatic authority of the country where the document will be used to complete consular legalization.
