Signature certification is an official process in which a competent authority or organization certifies that the signature appearing on a document or paper is made by the individual requesting the certification, in the presence of an authorized representative.

According to Article 2 of Decree 23/2015/NĐ-CP, signature certification refers to the act by which an authorized agency or organization certifies that the signature on a document or paper is indeed that of the person requesting the certification. A certified signature serves as evidence that the individual personally signed the document and forms the legal basis for determining the signatory’s responsibility.

Signature certification primarily meets the needs of individuals conducting civil transactions. In many cases, the documents requiring signature certification are self-drafted, such as wills, requests for confirmation, money receipts, or agreements. In practice, documents that may require signature certification include: paperwork related to the donation, gifting, or transfer of ownership of valuable assets; documents concerning inheritance matters (such as inheritance declarations, waivers of inheritance rights, etc.); personal background statements; and translations that need to be legalized for consular use.
